Ranked by how many people bounced them for promotional WhatsApp messages, and how many different numbers they burned doing it. A business is named here only once 3 separate users, on different networks, have bounced it, and only official WhatsApp business accounts can be listed. What's stored. The business name exactly as WhatsApp shows it, a SHA-256 hash of each number it used, whether it's an official Business Platform account, the country code, a random id per browser, and a keyed hash of the network part of the reporter's IP address, so one person can't be counted three times. No phone numbers, no message content, no identity of the person reporting.
Counting. The main count is people who bounced the business for promotional messages, and it has to reach 3 before the business appears at all. A grey +N is people who bounced it for something else, such as alerts they didn't want. Only the promotional count ranks. Reports below the threshold are stored but never published, and the numbers they used are not published either.
